User experiment lifecycle interface deployment

Description

This is a web-based application to facilitate communication between facilities and external users, including the traceability of all relevant information exchanges. It will track the requests for irradiation experiments and act as a single point of access for users. It will facilitate user interaction in all stages of experiment, including preparation, execution and post-experiment usage (e.g. by providing access to the logged beam parameters and all other user-relevant information during their experiments). The deliverable will include source code and binary packaging, with developer and end-user documentation.
