Established framework for user access to the CHARM ion facility

Description

This report will include the standardized procedure set by CERN to enable continuative access for several weeks per year to the users to the CHARM VHE ion infrastructure. The report will document how users shall apply to beam time as well as all the internal CERN procedures that have to be followed to enable the user to perform the radiation test of electronic devices.
